It seems there is a need for urgent amendment of Article 371 D of the Constitution to go ahead with the bifurcation. This was told by law ministry to the GoM and informed that otherwise will have implications for the process of division of the state. It has been pointed out that an amendment was needed to Article 371 D which lays down special provisions for giving equal opportunities in education and employment.
So this now brings to the point of placing the Constitution Amendment Bill in Parliament. The Bill of such nature has to be passed in Parliament with two-thirds majority, this means even BJP has to support it or else everything will fall. Meanwhile the government is trying to understand whether a single Bill on bifurcation was enough to complete the process or a separate Bill was required to bring the amendment.
